This legislation passed out of the 99th General Assembly in July of 2016. To summarize, a Public Health Dental Hygienist (PHDH) may provide preventive treatment without a prior dental exam to patients who are uninsured or eligible for medicaid in a public health setting. To qualify as a PHDH, the individual must complete 42 clock hours of additional course work approved by the Department. At this time the course work has not been determined by the rules making process.
